Chests are unlockable and can contain Gear, Items, Gems and or Gold, dependent on the type of chest. There are Gold Chests and Silver chests, each can be bought with Gems, but only Gold Chests and Modron Component Chests can be bought with real currency.
Chest contains Items and Gear of different rarities depending on chest type. It is possible to find shiny gear which increases the effect of this gear by 50%.
Silver Chests contain 3 cards (Common to Uncommon rarity). They always contain one equipment and one gold card. There is a chance of dropping “Rare” equipment cards, but they do not contain “Epic” equipment cards.

Gold Chests contain 5 cards (Uncommon to Rare rarity). They always contain two equipment cards (at least one Rare), one bounty contract and have a chance of dropping an Epic equipment card.

You only get gear in chests for Champion you own. Unless you don't own the any of the chest's champions, then gear drops randomly.
Gold chests should be opened immediately, as they contain 5 Items, which can be either usable or Gear for your Champions.
Silver chests are better to be opened at the point when you're about to reset or progressing slowly.
Silver chests contain lower tier Gear and gold, which is why you want to use it later, since amount of gold you receive is dependent on the the area you are on right now.
Each Event has its own kind of chest which works on the same way as the regular silver and gold chest with one exception. The dropped Gear belongs to the Event related Champion.
Which chests to buy?
Depends on what you're after. Very early silvers help collecting ilvls needed for the Patron unlock of Mirt the Moneylender, and are also needed on their own to unlock other Patrons. Beyond that, if you're looking for bounty contracts and Feats, you need to go with Gold Chests. But if you're aiming for ilvls, either from blacksmithing contracts or Evergreen gear, Silver Chests give a better return per gem spent.

All event champion chests are also available from their respective Time Gates in a limited amount, and may also be purchasable as Weekly Party Packs.
Each Emergence Event Chest contains five cards between uncommon and epic with gear for the five or six Champions who are featured in a particular Emergence Event.
Each chest contains 5 items (one equipment item for a random unlocked Champion, one gem card, one bounty contract, one blacksmith contract, and one potion) with rarities from Common to Rare.
